Base Operations Support (BOS) Services for Various Naval Installations
Business Challenge
Repairs to critical systems in wastewater and potable water were not being performed in a timely way (within 14 days per contract). Preventive and corrective maintenance programs were inadequate to ensure systems’ reliability.
This issue received immediate attention and was resolved through system analyses and development of preventive/corrective action plans which gave higher priority to those sub-systems and system components which were experiencing catastrophic failures. Critical spares (pumps, motors, valves, controllers, etc.) were identified and the prioritized critical spares purchasing plan was submitted to the Government. The Government provided approximately $5M in to establish a critical spares inventory. The availability of critical spares facilitated timely repairs and two years of continuously improving preventive and corrective maintenance eliminated system failures and increased system reliability. MILCON projects are also extending system service life and operability. Services Provided
- Management & Administration (program management, finance, contracts administration, government property administration, human resources, management information systems and technology, service support center, quality management, procurement, and safety and occupational health)
- Base/Site Operation (furnish all necessary qualified personnel, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering)
- Engineering/Technical/Scientific Services (primary facilities management, planning, and engineering services for facilities owned and/or occupied by Commander, Naval Forces Marianas (COMNAVMARIANAS), Public Works Center (PWC), Naval Computer Telecommunications Station (NCTS), Naval Hospital (NAVHOSP), and all tenants)
- Environmental Services (environmental compliance, oversight and operational services)
- Facilities (labor, materials, equipment, and supervision necessary to accomplish all facilities work including, but not limited to, structural/architectural work, electrical and mechanical work, plumbing and pipe fitting)
- Command and Staff (Public Affairs Office provides timely and accurate information to the general public and to military and civilian personnel as appropriate; monitors public feedback and coverage of Navy and Defense matters; coordinates/participates in activities providing an opportunity for Navy interface with the community; publishes a weekly military newspaper, various newsletters and inserts; and, prepares/produces segments for the local military news television channel)
- Public Safety (Contingency & Safety -- plan and train the U. S. Navy Guam BOS Contract Supported Activities to react to natural, accidental and military contingencies; plan, manage, staff, and implement a comprehensive Naval Occupational Safety and Health program for military and Government civilian personnel)
- Ordnance Services (order, receive, segregate, store, renovate, package/repackage and issue ordnance; manage weapons, torpedoes, missiles and components to support fleet and on-island commands. Provide Common User Land Transportation (CULT) for ordnance movements on Guam. Support of Special Assignment Airlift Missions (SAAM), Air Mobility Squadron (AMC), Naval Air Logistic Operations (NALO), and Commercial Missions, for direct support of ordnance operations. Perform work planning and control for ordnance operations)
- Galley (operate and manage a full service galley at the Naval Hospital to provide nutritious meals of varied menus to patients, hospital staff and eligible personnel in an atmosphere conducive to good dining)
- Utilities (water, wastewater, electrical, steam)
- Base Support Vehicles & Equipment (provide transportation services to include management/customer liaison; goods, personnel, material and equipment transportation; vehicles and equipment assignment, control; maintenance, repair and alternation/modification; fueling station/fuel delivery services; licensing and testing; records and reports; and WHE/MHE certification)
Results
DZSP 21 LLC (DZSP 21 ), a Joint Venture between First Support Services, Inc., Day & Zimmerman, and Parsons Infrastructure & Technology Group, Inc., is operating the Guam Navy BOS Contract providing integrated base operations services to the Commander, U.S. Naval Forces Marianas (COMNAVMARIANAS), and tenants, in carrying out their missions.
DZSP 21 established a comprehensive management program that is innovative, prudently uses the facilities and equipment provided by the Government, and offers the Government best commercial practices.
DZSP 21 completed Phase In on time. We interviewed more than 1,300 candidates, made 370 offers, and more than 350 accepted within the scheduled time frame. In addition, we inventoried 13,537 equipment and material lines; purchased and/or leased all planned vehicles, equipment, and materials; and developed and implemented a logistics pipeline. Moreover, we brought our Maximo/Costpoint/G-NET IT solution online, negotiated a CBA, completed a formal partnering session, briefed the Contracting Officer's Representatives, and assumed the contract on the scheduled date. At our Navy Guam BOS Contract, during Phase In we had no lost time incidents over approximately 9,500 hours of effort. We assumed NOVOST responsibility for 1,900 personnel and provided safety awareness training for all employees. In addition, we developed and implemented an Annex & Employee Safety Incentive program.
